Since we technically just amended the constitution, changes the
ratified day to today. Also, we are supposed to have the "date
drafted" at the header, so that text has been updated as well as
the inclusion of the `today` LaTeX command so that CI takes care
of those dates on it's own.

OSI redefined the ratification section to include the following:

  - Constitution Ratified on: (dates constitution is amended and
    ratified)

This commit adds this clause to the document.

The current [consitution guide][1] states 2.0 as a required minimum. We
aren't an honors society, so might as well stick to the minimum.

Fixes issue #2. Fills in edge-cases in which positions may be vacant and require a mid-semester vote.
