Since we technically just amended the constitution, changes the
ratified day to today. Also, we are supposed to have the "date
drafted" at the header, so that text has been updated as well as
the inclusion of the `today` LaTeX command so that CI takes care
of those dates on it's own.

  - Constitution Ratified on: (dates constitution is amended and
    ratified)

This commit adds this clause to the document.

OSI Updates, removal of Historian, 2 semester terms

The current [consitution guide][1] states 2.0 as a required minimum. We
aren't an honors society, so might as well stick to the minimum.

Add opensource clause

Draft of an open source clause, currently is a subsection of Article II but that could change (could get its own clause, but then we'd have to renumber, ugh). Fixes issue #8
