Finish expanding moderation capabilities

ideas:

add bid flags to the moderation app

add textfield to flagging models to give additional information to mods

track repeat offenders -- both people who flag everything and people who get flagged

send out email alerts to moderators that report that week's statistics

add ability to send customized emails to anyone on the moderation pages from the moderation mailing list

automatically email people if their listing has crossed the flagging threshhold

in moderation, be able to say if the flag was genuine or not-- that's something that can be added to the student flagger's trustworthiness score, along with the number of things that they have flagged (and then what flags were deemed genuine)

be able to remove people's ability to flag things-- automated... extend method to return false if their trustworthiness drops below, say, 20% (one out of five flags of either bids or listings was deemed genuine

then send out that email to that student, to thank them, but that the admins have deemed their usage of flagging has been misused
