Fixes an issue with the /signup page for blocked users erroring, now returns a render that renders banned.html

Changed Unblock Style, Changed the only variable that get changed when user is blocked to user.blocked

 - so somewhere along the line link_box got broken and code was
   duplicated
 - this corrects that by removing duplicated code

 - prevent that from happening

 - who put this here?
 - so I guess someone used intellij and the .idea dir snuck into git..
