Slightly edit contributing guide to help dhaynes from repeating himself

Summary

Two changes:

  • After requesting membership to the repo, "you have to run git push origin ##-branchname before you do a merge request", briefly talk about the difference between local and remote branches.

  • Talk about the issue with signing up to go as dhaynes3 on the development server. (https://i.imgur.com/x7tcgXe.png) Walk through how to get around this limitation.
