Staging server for new Go changes

Summary

We want to be able to test out new changes to go on a secret development server that pulls from a specified branch. This can be done either manually or with something like gitlab review apps. Defer to sysadmins or dhaynes if you want to tackle this one. This is more of a infrastructure update to Go.
