Allow user to request a link from another user

Summary

I'm imagining a button that would pop up if a short link is taken "Submit a request for this link". Which then redirects to a form where they could fill in some information about why they want this link. This then gets approved by admins and is then sent to the user in question. That user can go in and view this request and approve/deny it. When this happens ownership over the link is transferred to the user who requested it.

This is a 2.2 issue.

ie.

If I want the shortlink /gmu and someone else had claimed it, I can send them a request to hand over that domain and then get a response back. Also will need to handle changing owners, etc/
