the privacy filtering already handles this, but this makes it more correct for the user-- if you don't live on campus you can't set to 'floor' or 'room'-- that just doesn't make sense

minor tweaks to welcome back wording, just because I was already looking at those for fixing the double-message problem

finished making the sprucing-up changes on the 404 page (ok actually I just forgot to save, apparently)

added navbar to 404 and 500 pages so that users can far more easily navigate back to where they're trying to go

added new css classes to properly wrap rows of students on mobile regardless of the text length in name/major(s)

Border radius does not play nicely with padding. Changed to margin and 
adjusted the top margin so it sits in the middle.

refer to the student one-to-one, not the user... it's right in the lines immediately above it, wth, me

added tests to verify the response status codes of all of the views, barring the student blocking functionality

writing the test cases for the confirmation views led to a little bit of inadvertent tdd-- changed up the urls to be 'student ___ flags ____'
