Add all remaining Shenandoah, Rogers/Whitetop
Measured rollout-- we already have all of President's Park, and the only other buildings in the neighborhood are Potomac Heights and Liberty Square. Rogers and Whitetop because we currently have nothing for Aquia, and they're easier than the zillion little Student Apartments or the weird room edge case of the Townhouses.
