- move rails db:seed to Dockerfile instead of docker-compose

Sometimes I clean up Gemfile.locks and look at myself in the mirror and just say 'why do I do this? not contribute, but rather subscribe myself to open source initiatives when the very technology I use to commit this is closed source.
