Added election information bar that appears for primary days. Currently only logs to console for general elections; leaving this as a bite-sized issue to be solved in the fall before the elections.

bootstrap 4 page elements are renamed, or speficied differently (like relying on classes instead of ids)

tablesorter bootstrap 4 css plugin by default requires either the new table-light or table-dark thead classes, of which we wish to use neither-- changed
