Warn the user of no network connection

Summary

Currently we don't notify the user if they don't have a network connection. If you turn on airplane mode, and press the refresh button the app, you will see that nothing updates, but you also don't get a notification about it either. There should be some kind of local alert, that lets the user know they aren't connect to a network.
