Add Platform intention specifier for Alerts

Summary

Sometimes, there are alerts that are only intended for certain platforms. You don’t want an alert intended for iOS showing on web. To solve this, there should be an optional specifier where you can select 1 or more platforms (iOS, Android, Web, more in the future) to mark as platforms the alert is intended for.
