Add a base class that other classes for testing the MDP algorithms can
use it.

Use ellipsis so that Python 2 and Python 3 outputs will pass. Check that
floating point numbers are within 1e-12 of the expected answer rather
than exact matches.

Add to and improve the quality of the tests for the example module. This
commit also fixes a small bug in the example module when dealing with
sparse masks to the example.rand function.

The mdptoolbox.utils module was renamed to mdptoolbox.util and the tests
were still using the old name, Replace all occurances of utils with util
